How about a scan of the page concerned, so we can see what you're talking about?

here. And the text clearly states "measure resistance between phase and CPC conductors" (that's 'live' and 'earth' in popular terms) which is what the diagram shows.

You need to work through that section from the beginning to see what is being done. It's merely a way of testing the continuity and resistance, and checking that the ring is correctly wired.

But the picture shows the test meter probes at the L and N of the socket outlet, not at the L and E.

Actually, to be completely picky and pedantic, the picture shows the test meter probes in 'thin' air, with the apparent resistance between the probes of 0.4 ohms. Neither of the probes are actually physically shown as being in the socket apertures.

Now with many modern sockets, the live and neutral apertures will be shuttered, so getting test meter probes in required defeating the shuttering. Is there an H&S approved method for doing this?

Yes. Use a special plug that goes into the socket and has very small finger-safe holes for the meter probes.

Actually finding one is left as an exercise for the reader. In the days of round pin plugs it was much easier to turn something up on a lathe.

Yes, scrap the H&E exectutive, Darwinism has never killed anyone who didn't deserve to die! :~)
