Had a promo from CPC today, as well as the normal orange wagos at 30p,
Spotted those available at Screwfix, exactly the same specification as the orange 221 series but dearer.
If you can hang onto your stomach contents long enough here is the explanation.

Often not - oil is very cheap compared to all the steps necessary in plastics recycling, since the oil and plastics industry doesn't pay for its environmental impact.
But I think the issue here is they made a whole new product line, which is inevitably selling in small volumes and so has fewer economies of scale than the original. Since it meets the same certifications, it's surprising they just didn't just move production of the original over to recycled materials.
