Drilling plastic padding

I posted here a while ago about fixing a stairgate to a wall where the rawlplugs have popped out once already. Someone suggested I filled the holes with plastic padding. I've done that now, and I'm waiting for the stuff to harden.

Once it's hardened, should I drill just a pilot hole and drive the screws straight into the plastic padding, or should I drill for rawlplugs again?

Should I drill the plastic padding with a masonry bit or an ordinary bit?

I have this vague recollection from fixing up old cars with the stuff, that it behaves not unlike metal and so I should use an ordinary drill bit and drive the screws straight into the plastic padding.

Any thoughts?

I should just drill a pilot hole and screw in. Drill the hole with an ordinary (sharp) twist drill.
