Yes and I saw a woman drop two wheels into the pit the last time I was in one
I've seen people tip a ride-on mower up on it's arse to gain access
Rented from the council .
probably
Is Edinburgh council considered a government department ?
Aside :- First e-mail went to planning department (by mistake) they wrote back that seeing as it wasn't listed or in a zoned area and all work would be internal, planning position was not required (well, Duh, this is a 60s council terraced house very unlikely to be listed).

Then I'm not surprised, I doubt they can in reality charge for more than admin costs, though if it gets legal that won't be hard to be £5,000 They may also wish you to lodge an appropriate amount to cover restitution.
From your initial post I had thought you owned the property.
That would be impossible on the type I mean.
Depends on the design.
And then all the oil pours out all over the place. Or into the clutch.
Drove in from right angles did she? Stupid bloody wimmin.

I have a lift, rather like a small fork truck. It goes under a wheel, or under the sill and hoists it upto a metre in the air. Hydraulic, with a 240v pump.

That is what I do with mine, but onto its side. Only problem is oil going into exhaust and carb, if you tip the wrong way. If tipped carb upper most, it is fine. It uses a dry clutch system for the PTO out in the open and rather than a clutch for the transmission it tightens and loosens a heavy V belt.
Think modern dual purpose, line the pit, install a circulating pump with some water jets, and an immersion heater. Tell the missus she can use it as a hot tub.

Fit a hydraulic lift above it and you can move the tub out of the way when you want to use the pit to work on a car.
