I'm got the stuff used for a partition wall and celing in an unheated garage. Not expecting too many problems with damp when heating the enclosed and (kingspan/rockwool) insulated area (my workshop). But do I need to paint or skim the bare boards?

Not really, no.
I'd paper it first to stop it cracking.
But if you're using the area as a workshop, it would probably make a massive difference to the quality of the lighting therein if you were to splash a couple of coats of cheap emulsion over it - wouldn't take any time at all and would be well worth it IMHO.
