3.5Hp lawn edger runs unevenly and at only half power. New spark plug, clean air filter, starts right up. Ideas?

engine starts right up. Definately lacks power and RPM. Seems to be getting enough gas. New magneto or spark plug wire? I think my magneto gap is OK. Fuel is new. I am stumped?
