my snowblower wont throw snow. the auger shear pins are good but will not turn when under a load. the engine runs fine

Your Auger Belt may have partially slipped off, is too loose or even broken, if you're saying it spins by hand just fine. It's a bit involved so see this video "How to Replace a Snowblower Auger Belt"
