engine surges when it is running wide open. i clean the carb but it still does it

Play with your carburetor adjustment screws until it runs smooth. Yes, you may keep turning and find that it gets louder and therefore faster, but you're then running very inefficient for poor gas mileage/hourage and removing the reserve power. This also bad for cooling, which can't keep up.
