Some towns have rules about "messy" yards, so complaints may actually result in a visit from a zoning droid. Does the certification help minimize the *legal* threat, as opposed to just complaints from neighbors?

Personally I'd find the local back-street DG place and pay them a visit. Our produced half a dozen made-to-measure K-glass toughened panels in about three days for a reasonable price.
