Making your own control cable

I would think a good lawnmower/chainsaw/etc shop would have everything needed to make a custom cable. If not, try a motorcycle --specially dirtbikes-- repair shop.

Vintage 1970s black scuba fins smear oily rubber in the pool

Maybe a local car detailing shop or dive shop can offer you advice. When I wash the rubber trim on my truck windows, the wash rag gets really dirty from the rubber. This too will pass :-/

Loose handle on glass shower door

Before committing to the sealant, call a local glass shop for advice. They may have some of the U-shaped molding that originally held the glass in place.

Urine stains on concrete

The plumber's supply shop or the battery shop should be able to sell you some. Hardware shops used to carry acids and Tri-Sodium Phosphate (TSP) but I think they had to drop these cleaning chemicals due to hazardous waste regulations.

how to obtain "troubleshooting guide" for Kenmore dryer?

Crudely connect vent line to outside with a powerful shop vac exhaust. Have someone watch the exhaust hood from a distance, power on shop vac. This should clean the exhaust well and create a mini dust storm outside.

Epoxy Resin

You local toy aeroplane shop will have SOME - get teh stuff used fopr laminating glass - its nearly clear - a slight reddish tinge usually - you MUST get slow set stugff or it will get cvery hot and burn on settiong.
