Toilet paper plugging up toilet

If a toilet gets plugged on a fairly regular basis, does that mean that toilet paper that is just wet shouldn't be flushed down the toilet but just thrown in the trash?

However, it could also be a poorly designed toilet that simply doesn't have a large or proper drain design, "bad toilets" are quite common. A final cause could be that the pipe which the toilet attaches to has rusted itself mostly shut and needs to be literally chiseled back to its full diameter.
