One bath no water on hot water side of two moen pull and turn sink faucets cold normal. Tub two knob no water hot side . Stall shower mixing valve trickle of water hot or cold ..The other bath and rest of house normal. House on slab 3 years old in Virginia Beach Va.

Pressure balancing mixing value prevents cold flow because the hot pressure is nil. This is consistent with the rest of the bathroom not having hot water.
There may be a booster hot water heater that serves this bathroom. If so, the valve to this heater may be closed.
