Can I use exterior paint on my basement walls?

Yes or anywhere else. The only problem or difference between interior and exterior, in this case, is that the exterior isn't meant to be cleanable, scrubbable. But, it'll do fine if you're like most people and it just goes up to be enjoyed and really never needs any regular cleaning. It's actually a little better than interior for very slightly damp basement walls.
