What sort of wood carving?
Someone mentioned Lee Valley and they are also good.
Around here you'd start with a Stihl chainsaw and a 5' larch log
Look at Harbor Freight wood chisel set. I have a 6piece from 3 Christmas's ago. Also, get a 12 piece dremmel unit.
Thanks. There's a birthday coming up.
Look at it, and leave it on the shelf. Poor quality steel won't hold and edge and can actually be dangerous to use.

This gadget can whittle down a piece of wood quickly. It works a lot faster than using sandpaper.
AES Industries 28-295 10" Surform "Cheesegrater" Blade Holder (Adjustable 3 Position Handle)
MotoMaster 3-Position File Holder
This is also good for whittling: Shinto Rasp
