Why isn't phonetic spelled the way it sounds?

Because like many words in english it has been cobbled up from other languages and uses their spelling etc

Blame it on the origins.
Originally in Ancient Greek, the letter was not pronounced as an “f”, but as an aspirated “p” - like a “p” sound followed by an “h”. So that's why it is represented as “ph”. The pronunciation changed later, but the spelling remained, to remind us of the Ancient Greek origins of the words
I haven't played it yet, but my guess is they are more relaxed.
My brother and his wife were actually, as the cliche goes, hit by a cement truck. My SIL who I've found touchy, angry, and could be assumed to be tense had major medical problems, internal bleeding that went one for a long time. My brother, who is never drunnk but always relaxed, wasn't hurt at all.
Another time, in 1968, I was driving a friend's car that had no pickup at all. I was on a long entrance ramp going uphill to an xway. I looked in the rear-view mirror and a guy way behind me seemed to th ink I was accelerating at a normal rate. I knew he would hit us, but I didn 't say anything, becaue I didn't want my 3 friends to tense up. I just faced forward and tried to relax, and no one was hurt. (except the car's trunk would no longer open.) Maybe no one would have been hurt anyhow but you don't want your neck tobe twisted when you're hit from behind.
