Your opinion is immaterial. The Data Protection Act is to stop people and companies from using people's personal data nor disclose it to third parties without their consent.
You can provide written consent in the will. Also before a family member dies you can get power of attorney. Licenced software, ebooks, music, etc can't be given as inheritance.
Wills cover possessions only. Not data. That's why in the end Apple wiped the mother's account allowing the brothers to reuse the iPad.
