Is there a way on my ipad or android tablit to view these zipped up large html shop manuals offline so that I can use them while I'm under the car?

I prefer the ipad but I'll even use android if you can tell me how to get these online html datibases onto the tablit so it can be used offline away from the wifi connection on the road when emergincies pop up
