Made insulated cat house from foam board. Placed straw pillow inside with flannel blanket. Then took large tin can. Made hole on top, vents in sides, used drop lightbulb cord, and 20 wat bulb. My wild ole one eyed, no teeth, no hearing cat loves it. Enclosed house inside larger insulated box for food and heated water dish. One spoiled ole cat.

Hard to imagine you can get enough heat out of a 20W bulb.
It does fine in my oven for a nice bread dough rise. 25w I think? I guess it depends how cold it is.
You can use a 40watt appliance bulb too. House is well insulated and stays warm
Get a Yeti Tundra 65 cooler and cut a cat door in the side. You might not need any light bulbs.
