WOW ,,so you followed the instructions that came with the floor. So , another stupid question emerges from the depths.
M Ransley, you are a quick draw, but again, only short-fused gratuitous, near-troll ridicule comes out of your gun barrel. Laminates are floating systems, and do not use glue. He is asking about *stairs* not open spaces with foam backing.
Is there an adhesive specialist out there?. Contact cement comes to mind, but I don't know the material that backs the laminate. That helps determine the glue type.

PL400. Get at your local lumber store. This is the adhesive recommended for stairs.
I am certified by Pergo, and this is what they teach to use.
Roger, your quote, " laminates are floating systems" is untrue. Most lamintes are not floating by design. most man made synthetic floors are laminate and not floating , but glued. 1 example , 12" squares. OK
Use what the manufacturer recommends. You can get it from the same dealer that carries the flooring. The stuff I used was in a cartridge. Don't recall the specifics, but it was Wilson Art flooring I used.
Many ' laminates " only take glue, and are designed that way, only the proper glue will do
