I would think essential no difference. Only one possible I can think of is that there might be a larger fractional percentage of nitrogen contaminant. Both are 99+% oxygen. You cannot have contaminants like oils in either as that would be an explosion hazard.
Difference is inspections and qualifications on equipment. Purity is the same but you pay extra for those tags.
