hydraulic door closer is attached to metal door with what appear to be ramsets, not bolts. must change. how should i remove this?

Oxy-acetylene cutting torch will work ... or maybe an angle grinder . Neither is going to be kind to the door .
Photo would help. Grind or drill should work though.
Would a hammer and pin punch be of any use?
Maybe drill right next to the ramset to loosen things. Drill some good holes later, use bolts and washers to rebuild.
