How do you use a Fallout Shelter?

With all the terrorism and other threats, I am following the Dept of Homeland Security and planning to build a fallout shelter. There is a hug Oak tree in my yard and I plan to build it in the main fork of that tree, about 30 feet in the air. There is one thing they do not explain, so I am real confused about this. They are called "Fall Out Shelters". Does that mean a person SUPPOSED to Fall Out when a bomb explodes, or is it supposed to PREVENT a person from falling out? I can build it either way. I guess it just depends on whether I put the door on the roof or the floor of it.

Only an entry door is required.

You should store several rolls of duct tape in the shelter. When first entering it during an attack secure yourself firmly to the structure with the duct tape. The plan is to fry your ass because you have proved your genes are not beneficial to the future of mankind.

Hey, now that's not very nice. I have some very good genes. I just bought them at K-mart and they are the official Martha Stewart brand. They dont even fade and turn my underwear blue when I wash them, like the cheap ones I used to have.
