No the city did not build it, but they more than likely gave the permit TO build the house and inspected the plans, etc.

Agreed. But that does not make them responsible.
That's for sure, or towns would be responsible for fixing a lot of houses. This could have occurred as a result of some issue with street grading, storm sewers, etc. where the town agreed to do X in exchange for being relieved of all future responsibility.
