Your description doesn't give any helpful information. The condenser is not powering up, but some parts have been replaced. Were the parts bad? You need to check the contactor at the condenser. First see if it has 240 volts on the line side. If not check the feeder, disconnect, and circuit breaker feeding the unit. If you do have 240 volts at the line side of the contactor, check for 24 volts at the coil terminals. if you do have 24 volts at the coil, and the contactor is not pulling in, you have a bad contactor. If you do have 24 volts at the coil and the contactor is pulling in, there is a problem with the condenser motor. If you don't have 24 volts at the contactor coil, you need to trace the low voltage cable back to the air handler and find out why
