Fixing preformed concrete step that moves when walked on

My front porch sits about 1 metre above ground level and is made of brick with a concrete patio on top. It has 5 preformed concrete steps leading up to the top of it. These steps have been cemented to a brick base that gradually scales the front of the porch. The bottom 2 steps move about a little when you step on them. I discovered they're just loose and can be slowly pulled out.

How do I re-fix the steps to cement base they were attached to? Do I have to remove the cement that was used to 'glue' the step to the brick base? Or is there a cement mix I can use to re-fix them to the existing cement? NB The cement that was used to glue the step to the brick base is nicely intact.

first build a time capsule for the next time you take the steps apart. second, this is subject to your particular climate and temperature instructions for the product you use, such as some quikrete products start here for illustration:

Thanks BuffaloBill. I've used liquid nails and will see how it goes. If it doesn't last I'll try a Quikrete like product. (I'm in Australia so I'm not sure if it's available here, or available under that name).
