What does it mean when you get a busy signal, and after 3 or 4 seconds it changes to a fast busy? The first busy is normal, but how does it change and what does it mean?

The "reorder tone" means the number cannot be reached - often because the "trunk" is busy or due to a switching problem. GENERALLY redialing within 15 or 20 seconds will get you through, but certainly not always fepending on the issue.
