My sister drove her brand new car into fresh concrete! A highway construction barrier snafu. That stuff is stuck hard on the wheels and all the other parts underneath. Normal means don't remove it. Any suggestions how to clean it off?
If it was a highway barrier problem before she got there then she needs to contact the construction company, they should be responsible.
If that is not possible, her insurance company.
If that is not possible (sham on her) then it is a lot of chipping it off by hand. No easy way.
