There are electic mowers . But what i think you are asking about is an electic start for a gas mower? Or you would have asked for a electric lawn mower.

They use electric motor with a rubber cone, to the nose cone of the airplane. One could set up a lever arm action to lower an electric motor to the top of the gas motors fly wheel that would help on starting it following the remot control aircrafts prinicipals. Leroy
