I would like to build a 64x30x10 retail building. Instead of using wood frame I would like to use cinder bllock construction. the current drawings show 2x6 wood frame construction with 10x20 footing with 10' concrete wall. Slab on grade I would like to know if the footing size should be increased? If so by how much?

Code is just the legal minimum. The answer is, you can and SHOULD absolutely exceed whatever's approved or even "Code", go 20x30. However, you better get your tweaks approved before you start. More is more, but if the inspector's coming out to check how well you stuck to the Approved Plan and you didn't, then you might or even will be very screwed. Cinder Block is overkill and VERY much over-load compared to wood, but then you've also got rebar, roof and partition wall attachment issues that must be in compliance. Improve, but not without approval.
