If you are referring to Laurus nobilis, they are commonly grown all over southern California (zones 9 and 10) and as farth north as the Puget Sound area (zone 8).

Absolutely. I have two in the ground in USDA Zone 8b.

Need a good, cheap, knowledge expanding present for a friend?

Yes, and it's a lot more fun groing one than paying $7 for a small jar of leaves. Not to mention that some spice brands sell you California bay, a different plant with inferior flavor.

i think you can buy them in 2" pots, so a low cost experiment if you choose to try. they get BIG, slowly.
