First thought is the white fly. try this link and see if they look like the photo.
I've seen whiteflies on my spruce but not my tomatoes --but I think they are part of the problem, I just have not caught them in the act. What I see most often are little sucking bugs attached to the trunk, they look like mosiquitos, but smaller. Can they be young, non-adult whiteflies?

I don't know but I had what sounds like the same thing. To me they almost looked like gnats - really tiny little bugs. I sprays with BugBegone. It worked. Then I used a systemic called Admire. The bugs haven't come back. I had what I assume were white flies on my zucchini (several blocks away from my tomatoes) and used the BugBegone (a bit too generously) and the Admire. No more white flies. Sue
Sue, We must have the same specie bugs in our gardens. I sprayed Bug-B-Gone, tomatos seem healthier.
