hot water working, central heating not

Hey. Recently, the central heating in our student accomodation stopped working. The central heating and hot water are supplied by a single combi-boiler which passes the hot water directly into the CH and indirrectly heats the hot water in the tank (i think - its got the separate water in/out at the top/bottom, and heating in/out on the side).

Whilst the timer and the boiler work fine to produce hot water, no heat comes from the radiators. Do you think it is a problem with the electronic valve? (there are two separate ones, one for the hot water that works (i can feel heat in its pipes on either side that goes into the tank, and one for the CH which i do not think works as the pipe is always cold around this valve)

If it is a problem with that valve can i set it to manual override for now until the landlord gets it fixed as it is absolutely freezing here?!

I do not think that it is a combi boiler.

However, there should be a lever on the valve for the heating that you can manually move across to allow the heating to come on.
