Does anyone know what this is. It doesnt appear to be a set number of units since it keeps varying on my bills. It must be a percentage?. Anyone know?

Generally for a particular tariff it is a set number per annum, converted to a daily equivalent.
If you look at your tariff and divide the number of higher rate units by
365 and multiply by the number of days covered by the particular bill, it should equal the number charged, or near enough.Over a complete year, you should find that the total higer rate units equals that quoted on the tariff.
