Is it possible to replace the black rubber seal on DG window units? if so where might I buy it?

Yes, but the problem will be to find some that will fit in the window frames.
Assuming that you don't know who installed/manufactured the windows, you could ask your local double glazing repair firms if they have black rubber seals to match and are willing to sell for diy fitting. You should find your local double glazing repair firms listed in Yellow Pages. You could also ask
