Want to put down pergo type flooring over ceramic tile. Is there a material that can be poured or screeded on top of the tile to flatten the surface?

Yes, and it's referred to as floor leveler. Most home improvement stores carry it. It's actually like a thin grout that you mix with water and pour. It seeks it's own level as it cures.
