Do they make a router that has a quick release system.?
Quick release of what?
The cutter? If so, I don't think so. All that I've seen use some form of collet.
If you mean the plunge, most have a locking lever to handle that.
So you can change router bits faster

Never seen one.
Choosing one that allows the collet to be plunged right through the base can make cutter changing easier - especially when mounted in a table.

If you mean for the cutter I doubt it's possible. A keyless chuck does a similar job but would be too big and not accurate enough. Collet chucks are as old as the hills for accurate secure location of cutters.
