Water pressure not right.

The toilet cistern is continually filling up with water and overflowing leading to a constant stream of water out of the overflow pipe. Also the water tank upstairs is un-necessarily filling up with water. Is this a problem with the water pressure, and if so, has anyone got any suggestions on how to fix this?

No, it's not a problem with water pressure, it's a problem with maladjusted or worn-out internals in the toilet.
