Concrete patch?

Some anchors in the walls of a cement block house which are used for securing hurricane shutters have become loose and need to be replaced. First question is, what's the best way to get them out of the wall with limited damage to surrounding areas and second, what would be best product to use to patch the holes before drilling and reinstalling new anchors?

In one area at an outside corner, the anchor has become so loose that it's about to just fall out and there's about a quarter inch crack leading into the hole. If I were to just pull this anchor and eliminate that spot altogether as an anchor point, would it be feasible to try force some hydraulic cement or maybe some epoxy into the hole so that it would fill voids behind and around the area without chipping or cutting a section away to reform the corner?

Pull the anchor if its loose enough, clean the hole, spoon some 1:1 slow cure epoxy into it, and reinsert the anchor. If the anchor has screw threads, put a well lubed screw into it before inserting, so it can be readily removed for mounting the shutter. Should give you a permanent fix, better than the original.
