I have been asked to wallpaper on top of well stuck down flat emulsioned wallpaper. Not reccomended I suppose .......... but are there any risks ?

I did just that recently with some concerns but it turned out perfectly - quite a nice surface to paper on actually!
Indeed, given my existing wall was dark blue yet the paper almost white I had to emulsion the wall first with white emulsion which should've really caused trouble if there was really any risk.
