Well exactly. Natural monopolies are the worst effing things to deal with. There is no good answer to roads, railways, water and sewage and so on.
That depends entirely on your POV. Most politicians I have met would think it the ideal reason to dispose of a hot potato. pass it to someone else.

The Waldorf Salad episode of Fawlty Towers is a pitch perfect representation of the British "don't dare expect anything for you money" that we are recreating in the 2000s. Water bills ? Taxes ? Council Tax ? You name it, you are expected to pay it (and then some) and be happy with f*ck all in return. And if you aren't then you are distinctly not British.
Damn foreigners. Coming over here and expecting something in return for the privilege of paying. Who do they think they are ?
