My IC's delivered this morning, so I have built and tested it. I chose a value for the resistor in series with my 5mm superbright white LED, which caused it to draw 5mA, which was bright enough.
1M for the 555 charge, 47k for discharge into a 1uF electrolytic. Which gives roughly a 1 second rate and flashing on for a few mS.
Average current across 14v when running - 150uA. Average current measured, by feeding via uA meter, with a capacitor in parallel with the leads.
