Possibly, or that's generic words slapped on all of their listings.
For example they might sell a generic thing 'for' some other brand, eg a phone case 'for' a Samsung. It isn't made by Samsung and you aren't allowed to say it's a Samsung case, but you can say it's for a Samsung.
Although that's a very odd thing to put on an ebay listing, as why do they care if their buyer resells the thing afterwards? Maybe they've had trouble where their buyer got sanctioned for trademark issues and tried to push it back to them?

Maybe it's a comment on other sellers, the ones who think that SOGA (whatever that's called these days) and HMRC rules don't apply to them.
probably applies to consumables rather than entire product knock-offs, manufacturers can't stop the sale of compatible printer cartridges and the like.
