The only point I was making is that given the fuse is integral to the transformer and not a separately identifiable part, the two leads of the transformer connect directly to the mains input - so there are no components connected before it (where "it" is the transformer with internal fuse).

(The situation is obviously different on the modern switched mode wall warts)
