Systemate 2000 not communicating with boiler properly

We have a Systemate 2000. The boiler keeps short cycling and a gas engineer has said that there is nothing wrong with the boiler. He said that it seems overheated so is being asked to heat up, when it is already hot enough, and the water is very hot. The PCB won't let me press through to see what any of the store or hot water temperatures are, so I can’t check what aspect is making the boiler keep kicking in. It just says ON and won't change. Does the PCB need changing or one of the temperature sensors? The boiler seems to be turning on and off more, when the heating is calling for heat, rather than the hot water. The gas engineer said that the water pumps are fine and working but does not work on Systemates – just rips them out!. Any help or advice would be appreciated as it is hard to find a gas engineer that has fitted one or knows how to fix anything on the Systemate. Thanks!
