When did the building regs requirement for a soil stack come in? How high does the vent have to be, and does it have to be vertical, or is poking out of a gable end OK?

Soil stacks have been around since Victorian times. Single stack plumbing, where bath and basin wastes are connected into the stack rather than a hopper head, is a post-WW2 development. Internal stacks were required after c.1965 (as a result of them freezing up in the
1962-63 winter) but this requirement was removed in more recent times (barely necessary with uPVC stacks: 1960s CI was still the norm)

I did double check and it has the information you need. It's very specific on soil stack ventilation and there are useful diagrams.
Yes - 3 inch pipe, 900mm above nearby windows, something on the end to keep the wildlife out, and that's pretty well it.
