A friend of mine wants to build an extension onto his house but doesn't want to employ a single builder to do the work. He may want to project the work and employ his own tradesmen and labourers.

Yes, but not in the Dudley area. The key is to know as much as the you employ do, or they will bullshit you.
And to work out the cash payments so its alwasys more worth their while to finish the job, than to take what you have paid them and bugger off leaving it in a mess.
These lessons learnt the hard way.
