well yes, but the effect is the same, a core meltdown is contained in the AGR - and in the case of magnox it doesn't have to be massively sealed - it just has to be sealed enough that fires don't break out and the top doesn't blow off.
The main point is that everyone looked at failure of SCRAM process and made provisions for it, in terms of additional safety except the Russians.
