Someone who actually knows what they are talking about will be along shortly but when I had a similar problem I found that it was down to stuck thermostatic radiator valves. I removed the caps to find that regardless of the shown setting the push-button always stayed firmly down. I probably ought to have replaced them but having carefully teased them into the fully open position again I just avoided setting the thermostatic control on the radiators.
