The slogan "Protect the NHS" was coined to mean "Help us to avoid hospitals being overwhelmed by large numbers of very ill patients that it can't cope with, with the obvious disastrous consequences for public health". It was not intended to imply that the political and administrative structure of the NHS must never be reorganised or even debated.

IOW the slogan is being deliberately misinterpreted by an interested party. I knew this would happen, though I didn't expect it so early.

Anyway, assuming the writer's facts are correct, there may have been good technical, public health or organisational reasons for these decisions, and it certainly does not follow that they risk the lives of citizens. Just asserting it doesn't make it so.
