Trying to get to the account settings menu.
Click 'tools' then 'account settings' and the menu appears, but I can't see the top third of it!!!
IOW the menu is bigger than my screen!!!

Is that because the menu is too large, or the screen is too small?
Try a higher screen resolution setting.
Anyway, account settings is in the bottom third of the Tools menu ...

It fits comfortably on my 768 pixel tall screen, what screen resolution have you got?
right click empty area of desktop display settings scroll down to advanced display settings, click it it should then tell you.
Is the font inside the dialog notably larger than the font in the rest of thunderbird?

On the display settings screen (not the advanced one) does the size slider say 100%, 125%, 150% or custom?
I have no idea what you mean by "TB", but if it's a browser you can reduce the size of the content with Ctrl-. Use Ctrl+ to make bigger and Ctrl0 (zero) to return to original.
Thunderbird. And, no, it's not.
I think what's happened is his default position is off screen partially, and too big.
You can resize that but I am not sure what keys do that in Windows
In Linux its alt-F8
Right click on the bloody menu and see if it has a resize option.
If it's just off an edge *rather* than being too big, press Alt-space, then M, then move it about with the arrow keys and press Enter when it's in the right place.
